The primary responsibility of the unit is to organize face-to-face programs planned by NAEA and teacher development programs. The key tasks include: to identify program need, to develop program content, to select and contact teachers within and outside NAEA, to assign program tasks, to recruit participants, to collect and analyze participants' information, to carrying out program affairs, to organize after-class activities, to offer logistics services, to provide learning materials, to organize the compiling of teaching materials, to manage funds, to manage attendance, to measure workload, and to coordinate inter-departmental training and cultural activities, etc.
Program Operation Unit II is also responsible for organizing programs planned by Party School of Ministry of Education. The key tasks include: to organize programs on Party rules and disciplines for party members of departments and organizations directly under the Ministry of Education, to conduct programs on professional skills for party officials of departments and organizations directly under the Ministry of Education, to guide and promote the "two coverage" of the non-governmental organizations affiliated to the Ministry of Education, to develop curriculum on Party School programs and conduct related research projects, to coordinate with Party School under other Ministries, and to carry out tasks assigned by Party Committee directly under the Ministry of Education and NAEA.
